HANNIBAL FREE PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES OF THE REGULAR MEETING

of September 15th, 2026

 

The Hannibal Free Public Library Board of Trustees held its regular monthly meeting in the meeting rooms on the 3rd Floor at Hannibal Free Public Library, 200 South Fifth Street, Hannibal, MO 63401.

 

Present were Kevin Knickerbocker, Linda Spaun, Tom Prater, Harry Graves, Laura Judlowe, Kathy Riney, Raymond Lee

 

Also present were Caitlin Greathouse, Andrea Reinwald, and Steven Stuenkel

 

Absent were Joy McPike and Jessica Gilmore

 

Laura Judlowe chaired the meeting and called it to order at 12:04. Kevin Knickerbocker joined the meeting at 12:05 and chaired the meeting at that point.

 

Harry Graves made the motion to approve the Minutes of the Public Hearing of August 18th, 2026. Kathy Riney supported the motion. Motion carried.

 

Harry Graves made the motion to approve the Minutes of the Regular Meeting of August 18th, 2026. Laura Judlowe supported the motion. Motion carried.

 

Caitlin Greathouse explained the claims for the month with salaries totaling $43,608.77 with credit card claims in the amount of $5,404.93, Capital projects with a total of $0, and other claims totaling $10,753.93. Kevin Knickerbocker made a motion to approve the claims in the amount of $59,767.63 for August and the first half of September. Kathy Riney supported. Motion carried.

 

Moved by Harry Graves and supported by Tom Prater to accept the Investment Report for August 2026. Motion carried.

 

The City Financial Reports for August 2026 were included in the Financial Packet.

 

The Transfer Recommendation was distributed. Moved by Tom Prater and supported by Kevin Knickerbocker to accept the transfer recommendation showing no transfer. Motion carried.

 

No correspondence was reported.

 

No Public Comment.

 

Raymond Lee reported for the Personnel Committee, the process for the Director’s Evaluation. He stated the evaluation would be sent to all members after the meeting and a physical copy would be available at the next meeting in October.

 

There were no further questions about the Director’s Report beyond what was presented. Caitlin Greathouse pointed out the format for the staff evaluations was being modified.

 

Steven Stuenkel introduced himself to the Board of Trustees. He discussed his responsibilities including IT tasks, Inter-Library Loan processes, discarding books, service desk shifts, and the reference email. Moved by Linda Spaun and supported by Kevin Knickerbocker to approve the Director’s Report for September 2026. Motion carried.

 

There was no old business discussed.

 

Harry Graves made the motion to approve the Proclamation of Appreciation for Willie Strong, acknowledging his 30 years at Hannibal Free Public Library. Kevin Knickerbocker supported the motion. Motion carried.

 

Caitlin Greathouse presented the Hannibal Free Public Library Board of Trustees with the City’s Proclamation naming September 2026 Library Card Sign-Up Month. No motion necessary.

 

Moved by Harry Graves and supported by Laura Judlowe to keep the Non-Resident fee at $60 per household for 2027. Motion carried.

 

Kevin Knickerbocker made the motion to permit Caitlin Greathouse to apply for the 2027 LSTA Summer Library Program Grant on behalf of Hannibal Free Public Library. Harry Graves supported the motion. Motion carried.

 

Caitlin Greathouse discussed the included proposal for a new service platform, Kanopy. It was included in the packet and gave a brief description of what was included with this service. Linda Spaun made the motion to permit Caitlin Greathouse to execute a live demonstration of the product and introduce it to the staff of Hannibal Free Public Library and if warranted, then be permitted to sign any annual contracts on behalf of Hannibal Free Public Library for implementation of this resource. Kevin Knickerbocker supported the motion. Motion carried.
