MINUTES OF THE MEETING August 15, 2017

 

The Hannibal Free Public Library Board of Trustees met on Tuesday, August 15, 2017, at 5:00 p.m., in the 3rd Floor Meeting Rooms at Hannibal Free Public Library, 200 South Fifth Street, Hannibal, MO  63401.  Present: Kim Ahrens, Frank DiTillo, J’Nelle Lee (5:11 p.m.), Tom Prater, Casey Welch, and Lauren Youse. Absent: Amber Baxter, and Sara A. North.  Also Present:  Hallie Yundt Silver, Library Director

 

Library Board President Kim Ahrens chaired the meeting.  She called it to order at 5:03 p.m.

 

Moved by Frank DiTillo and supported by Casey Welch to approve the Minutes of the meeting of July 11, 2017.  Motion carried.

 

Claims were distributed.  Moved by Tom Prater and supported by Lauren Youse to approve the Claims for August 2017 in the amount of $50,269.82, amending the printed sheet under Hallie Yundt Silver, by changing Utilities to Building Supplies, 80.60.722, for purchase of mums at Farmer’s Market.  Motion carried.

 

Moved by Tom Prater and supported by Frank DiTillo to identify the Helen K. Garth Trust as a sub-fund of Capital Outlay.  Motion carried.

 

Moved by Frank DiTillo and supported by J’Nelle Lee to accept the donation of $1,000 from Susan Beebe of San Marcos, Texas, to establish a memorial fund in her parents’ name, William H. and Janie L. Dye.  Discussion followed about the donor wanting the principal invested and the interest used for the children’s collection.  Motion carried.

 

Moved by Tom Prater and supported by Casey Welch to approve the Investment Report for July 2017.  Motion carried.  

 

The City Financial Report was emailed in the packet.

 

The Transfer Recommendation was distributed.  Moved by Lauren Youse and supported by Frank DiTillo to approve the Transfer Recommendation for August 2017 showing a transfer of $145,000 from HNB to F&M.  Further moved to authorize Hallie Yundt Silver and Kim Ahrens to sign the transfer check.  Motion carried.

 

Hallie Yundt Silver updated the Nominating Committee by saying that Roy Hark had said he would contact the Mayor about appointment.  The Investment Committee met on July 25th, and minutes were in the packet.  The Committee is to meet with Brad Lukens of AMG on August 22nd

 

The written Director’s Report was included in the packet.  Hallie added personnel information to her report, including Donna’s return to work, Gary Silver’s recovery from cataract surgery, but continuing physical therapy twice a week, and the arrival of Sheila’s granddaughter.  Hallie concluded her report by indicating that Caitlin planned to apply for a Show Me grant to cover the expenses of her first Missouri Library Association conference in October.  Kim Ahrens indicated that Evening Kiwanis wanted to donate the defibrillator.  Hallie asked Kim to let Library staff know when Evening Kiwanis wanted to see the Daycare Kits. 

 

Moved by Casey Welch and supported by J’Nelle Lee to set the Library’s Ad Valorem Property Tax Rate at $0.2951 per hundred for FY2017-2018.  Motion carried.

 

The Surplus Equipment List was distributed.  Moved by Tom Prater and supported by Casey Welch to the Surplus Equipment List, dated 8-14-17.  Motion carried.

 

Moved by Frank DiTillo and supported by Lauren Youse to authorize Hallie Yundt Silver to seek bids or quotes on the reprint of Hannibal, Too.  Motion carried.

 

Moved by Casey Welch and supported by J’Nelle Lee to adjourn.  Motion carried.

 

The Library Board adjourned at 5:35 p.m.
