MINUTES OF THE MEETING OF December 13, 2016

 

The Hannibal Free Public Library Board of Trustees met on Tuesday, December 13, 2016, in the 3rd Floor Meeting Rooms at Hannibal Free Public Library, 200 South Fifth Street, Hannibal, MO  63401. Present were: Kim Ahrens, David Clayton, Frank DiTillo, J’Nelle Lee, Tom Prater, and Casey Welch.  Absent were Amber Baxter, Sara North, and Lauren Youse.  Also present was Librarian Hallie Yundt Silver.

 

Kim Ahrens chaired the meeting.  She called it to order at 5:06 p.m.

 

Moved by Frank DiTillo and supported by David Clayton to approve the Minutes of the Meeting of November 8, 2016.  Motion carried.

 

Final Claims for December 2016 were distributed.  Moved by David Clayton and supported by J’Nelle Lee to approve the Claims for December 2016 in the amount of $47,763.45.  Motion carried.

 

The Investment Report was emailed in a supplemental packet.  The Report was discussed.  Hallie Yundt Silver provided the following additional information and requested consensus before proceeding:

 

·         The Operating Account at the City moved to F&M Bank, earning 0.51% interest.  Because the HNB Infinity Account pays 0.2% interest, there was consensus to keep the Library’s Cash Flow cash in the Operating Account beginning with 2016’s upcoming tax revenues, it may make more sense. 

·         A $50 donation to the O’Neil, Porter, Stone fund was received.  There was consensus to deposit it in the HNB account awaiting investment when one of this fund’s CDs matures. 

·         F&M Bank requested release of its pledging to secure the CD that matured in September 2016, and she signed the paperwork and returned it. 

 

Moved by Tom Prater and supported by Frank DiTillo to designate Cash Flow as Unrestricted in the following CDs:  RCS Bank, account 300000979, maturing 12/5/2018, and F&M Bank and Trust Company, account 23609, maturing 12/15/2018.  Further moved to designate Cash Flow as Capital Outlay in the following CDs:  Comenity Capital Bank, account 20033ASS6, maturing 10/13/2020, and Macon Atlanta State Bank, account H157839-80441, maturing 1/21/2021.  Motion carried. 

 

Moved by David Clayton and supported by Casey Welch to authorize the Investment Committee to purchase a CD in the amount of $150,000.00 with a 9-month maturity from RCS Bank at 0.60% interest from Cash Flow in the HNB account.  Motion carried. 

 

Moved by Casey Welch and supported by Tom Prater to authorize the Investment Committee to purchase a CD in January 2017 in the amount of $165,000.00 from Cash Flow in the HNB account.  Further moved to designate the funds in the CD as Unrestricted.  Motion carried. 

 

The City Financial Report was discovered not to have been included in the packet.  Hallie Yundt Silver noted that the budgeted amount of $34,000 for Capital Outlay, 80.60.211, was not included, making the Expenditures total inaccurate.   She said that the budget would need to be amended in January, and she would get Capital Outlay corrected on the City Financial Report at that time. 

 

The Transfer Recommendation for December 2016 was distributed showing a transfer of $43,000.00 from HNB into the operating account.  Moved by David Clayton and supported by Frank DiTillo to approve the Transfer Recommendation for December 2016.  Motion carried.

 

There was no Correspondence.

 

The Library Personnel & Services Committee and the Investment Committee met.  Minutes of the Committee meetings were included in the packet.   

 

The written Director’s Report was included in the packet.  Hallie Yundt Silver added the following information to her report:

 

 

Casey Welch inquired about Little Free Libraries.

 

Moved by Casey Welch and supported by David Clayton to adopt the following statement concerning e-Rate:

 

It is the intent of the Board to continue participation in E-Rate funding for as long as the funds remain available.  Because of this intention, and because of overlapping fiscal years and the number of filing deadlines, the Board recognizes the difficulties an administrator has on occasion in seeking authorization prior to each filing.  The Board regards these filings as an administrative responsibility and does not see the need for the Director to seek prior approval before each filing.  Therefore, the Board authorizes its Library Director, Assistant Director, and/or the Library’s IT Manager to proceed and file E-Rate applications without specific prior approval from the Board.  Motion carried.

 

Moved by Casey Welch and supported by David Clayton to adopt the proposed Pay Scale for 2017.  Motion carried.  (Roll call:  J’Nelle Lee-no, Casey Welch-yes, David Clayton-yes, Tom Prater-no, Frank DiTillo-yes, Kim Ahrens-yes)

 

Moved by Casey Welch and supported by Frank DiTillo to place all staff except the Shelvers on the Pay Scale for 2017 and provide them with a step increase.  Further moved to place both Shelvers on the Pay Scale for 2017, and to provide the post-probationary Shelver with a step increase.  Both increases will be effective on January 1, 2017.  Motion carried. 

 

David Clayton left at 6:28 p.m.

 

Kim Ahrens announced that the tentative agenda of this meeting also includes a vote to close part of this meeting pursuant to RSMO 610.021(3) “Hiring, firing, disciplining or promoting of particular employees by a public governmental body…”

 

Moved by J’Nelle Lee and supported by Tom Prater to enter Executive Session.  Motion carried.  (Roll call (all ayes):  J’Nelle Lee, Casey Welch, David Clayton, Tom Prater, Frank DiTillo, Kim Ahrens)

 

The Library Board entered Executive Session at 6:28 p.m.
