Board of Trustees Meeting

September 10, 2012

 

The Board of Trustees of the Hannibal Free Public Library met at 4:10 p.m., on Monday, September 10, in the meeting rooms on the third floor of the Library.  Present were:  Annie Dixon, Pam Ginsberg, Gordon Ipson, Cindy Lovell, Jeanie Powers, and Mike Scholes.  Also present was Librarian Hallie Yundt Silver.  

 

Library Board President Pam Ginsberg called the meeting to order at 4:10 p.m.

 

Moved by Gordon Ipson and supported by Cindy Lovell to approve the minutes of the meeting of August 13, 2012 (correcting typographical errors), and the Executive Sessions of April 9, June 27, and July 9, 2012.  Motion carried.

 

An updated Claims list was distributed.  Moved by Jeanie Powers and supported by Cindy Lovell to approve the Claims for September 2012 in the amount of $66,555.44, plus Sheila’s hotel for the Mega-Conference at Tan-Tar-A in October at $195.40.  Motion carried.

 

The Trust Fund Report was included in the packet.  The City Financial Report and Budget Spreadsheet were distributed.

 

Moved by Gordon Ipson and supported by Annie Dixon to approve the Transfer Recommendation for September 2012 in the amount of $53,502.93 to be transferred from the Cash Flow Account of the Trust into the Library’s Operating Account at the City.  Motion carried.

 

There was no Correspondence, Public Comment, or Committee Reports.

 

The Director’s Annual Narrative Report was mailed in August.  September’s written report was included in the packet.  Library Director Hallie Yundt Silver added the following to her report:

 

A list of equipment recommended as surplus was distributed.  Moved by Gordon Ipson and supported by Cindy Lovell to declare surplus the equipment on the list, dated September 10, 2012.  Motion carried.

 

Moved by Gordon Ipson and supported by Annie Dixon to set the 2012 Property Tax Rate at $0.2795.  Motion carried.

 

Annie Dixon announced her resignation because she plans to move out of the Library’s service territory the end of October.  There was consensus to accept it with regret.

 

Moved by Annie Dixon and supported by Gordon Ipson to enter into Executive Session, admitting Hallie Yundt Silver, pursuant to RSMO 601.021(1), “to discuss possible Legal actions, causes of action or litigation…”  Motion carried.  (Roll call, all ayes:  Annie Dixon, Gordon Ipson, Mike Scholes, Cindy Lovell, Jeanie Powers, Pam Ginsberg.)

 

No action was taken during the Executive Session.

 

Moved by Jeanie Powers and supported by Annie Dixon to reopen.  Motion carried.  (Roll call, all ayes:  Annie Dixon, Gordon Ipson, Cindy Lovell, Mike Scholes, Jeanie Powers, Pam Ginsberg.)

 

Open session resumed at 4:40 p.m.

 

Moved by Gordon Ipson and supported by Jeanie Powers to send a letter to Charter terminating the contract for public wireless service and stating that we do not owe anything since we have been unable to use the service due to concerns about liability.  Motion carried.

 

Moved by Cindy Lovell and supported by Annie Dixon to forgo the Library Board’s procurement requirement for three quotations and add public wireless to services obtained through MOREnet.  Motion carried.

 

Moved by Annie Dixon and supported by Cindy Lovell to adjourn.  Motion carried.
