Board of Trustees Meeting

June 13, 2011

 

The Board of Trustees of the Hannibal Free Public Library will meet at 4:00 p.m., on Monday, June 13, 2011, in the Trustees Room of the Library.  Present were:  Amber Baxter, Pam Ginsberg, Jeanie Powers, Mike Scholes, and Pam Warfield.  Also present was Librarian Hallie Yundt Silver.  

 

Library Board Vice President Jeanie Powers called the meeting to order at 4:05 p.m.

 

Moved by Mike Scholes and supported by Pam Ginsberg to approve the Minutes of the meeting of May 9, 2011.  Motion carried.

 

Revised Claims for June 2011 were distributed.  Moved by Mick Scholes and supported by Pam Ginsberg to approve the Claims for June 2011 in the amount of $53,549.89.  Motion carried.

 

The Trust Fund Report and the City Financial Report were included in the packet.

 

Moved by Amber Baxter and supported by Pam Ginsberg to approve the Transfer Recommendation for June 2011 in the amount of $52,126.63 from Cash Flow to the operating account.  Motion carried.

 

There was no Correspondence, Public Comment or Committee Reports.

 

The written Director’s Report was included in packet.  Hallie Yundt Silver provided additional information, including:

 

o       She thanked Pam Ginsberg for giving the Library a cash register. 

o       She provided a Science Fair update

o       She has declined to participate in the City’s Senior Staff planning session to address strategic planning and revenue.  She explained that Library planning is separate because the Library is its own political subdivision.

 

Hallie Yundt Silver announced that delivery was expected this week on reprinted copies of the Hagood book. 

 

Moved by Mike Scholes and supported by Amber Baxter to enter Executive Session, admitting Hallie Yundt Silver,  pursuant to RSMO 601.021(3) “Hiring, firing, disciplining or promoting of particular employees by a public governmental body…”   Discussion followed concerning the purpose of the closed session, which was to discuss raises for individual library staff members.  Motion carried.  Roll Call (all ayes): Amber Baxter, Pam Ginsberg, Jeanie Powers, Mike Scholes, and Pam Warfield. 

 

Moved by Mike Scholes and supported by Amber Baxter to re-enter Open Session.  Motion carried.  Roll Call (all ayes): Amber Baxter, Pam Ginsberg, Jeanie Powers, Mike Scholes, and Pam Warfield. 

 

Open Session resumed at 4:50 p.m. 

 


 

Jeanie Powers reported that the following motion was made in Executive Session:

 

Moved by Pam Ginsberg and supported by Amber Baxter to grant only a 1.5% COLA adjustment to those staff whose performance over the past year merit the increase.  Discussion followed that step increases were not granted out of concern about interest rates, upkeep on the building, and fiscal responsibility.  Motion carried.

 

Moved by Pam Ginsberg and supported by Mike Scholes to adopt the Budget for 2011-2012 and the Final Budget for FY2010-2011, changing Materials & Programs from $60,715 to $62,176, and the Total Expenditures from $642,350 to $643,011.  Discussion followed that the Personnel budget will be amended later to comply with the Board’s decision about lifts and raises.  Motion carried.

 

There was consensus that Hallie Yundt Silver should start the process of holding an election to increase the Library’s property tax rate.

 

Moved by Mike Scholes and supported by Pam Ginsberg to designate $337,260 in the Trust as Cash Flow and retained in the Trust’s money market account until it is needed, to move $200,000 from Cash Flow into Capital Outlay, and to move the remainder of $129,740 into Undesignated Reserves.  Discussion followed that these transfers can be invested in CDs bearing the best available interest.  Motion carried.

 

Jeanie Powers read the slate of officers and called three times for nominations from the floor.  Moved by Mike Scholes and supported by Pam Warfield to accept the slate of officers as Pam Ginsburg as President, Jeanie Powers as Vice-President, Amber Baxter as Treasurer, and Krystin Cooper as Secretary, and elect by acclaim.  Motion carried.

 

Moved by Pam Ginsberg and supported by Pam Warfield to authorize Hallie Yundt Silver to hire a Library Shelver at minimum wage for up to 15 hours per week.  Motion carried.

 

There was consensus that the Library should pursue offering Practicum studies for Library School students.

 

Moved by Mike Scholes and supported by Pam Ginsberg to adjourn.  Meeting adjourned at 4:55 p.m.
