Board of Trustees Meeting

July 11, 2011

 

The Board of Trustees of the Hannibal Free Public Library met at 4:00 p.m., on Monday, July 11, 2011, in the Trustees Room of the Library.  Present were:  Pam Ginsberg, John H. Hark, Gordon Ipson, Jeanie Powers, Mike Scholes, and Pam Warfield.  Also present were Karen Sutor of F&M Bank and Librarian Hallie Yundt Silver.  

 

Library Board President Pam Ginsberg called the meeting to order at 4:00 p.m.

 

The conduct of the meeting was turned over to Mike Scholes, chair of the Nominating Committee.  He administered the Oath of Office to Pam Ginsberg and installed her as Board President.  She resumed chairing the meeting.

 

It was noted that Krystin Cooper would be installed as Board Secretary in August.  Amber Baxter and Jeanie Powers were installed in their positions last year.

 

John Hark was welcomed as a new Board member.  Pam Ginsberg read the Oath of New Member, and he responded in the affirmative.  He was installed member of the Hannibal Free Public Library Board.

 

Revised Claims were distributed.  A correction was noted:   Central Dispatch should be debited from 80.60.347, Building Contracts.  Discussion followed concerning the need to tighten Petty Cash and Reimbursement procedures.  Moved by Gordon Ipson and supported by Pam Warfield to approve the Claims for July 2011, as amended, in the amount of $43,885.59.  Motion carried.

 

Karen Sutor reviewed the Trust Fund Report.

 

There was consensus to address next Item 14A1, Commerce Bank / Palmyra State Bank (Depository Bank).  Karen Sutor explained that the Bank of Hannibal is requiring a letter from the Board President stating who is authorized to sign for the Board and three signed copies of the Pledge Custodian Agreement with Commerce Bank.

 

Moved by Gordon Ipson and supported by Pam Warfield to authorize Amber Baxter and Hallie Yundt Silver to sign the Pledge Custodian Agreement with Commerce Bank.  Discussion followed concerning bonding.  The motion was amended to include the provision that Hallie Yundt Silver be bonded.  Motion carried.

 

The City Financial Report was distributed.

 

The Transfer Recommendation was distributed.  Moved by Gordon and supported by Mike to correct the amount to $25,157.45 in the first paragraph and to accept the Transfer Recommendation.  Motion carried.

 

Adrienne Coleman’s thank you note was read.  Hallie Yundt Silver listed the books selected in Marjorie Coleman’s memory, which will be plated as gifts from the Hannibal Free Public Library Board of Trustees.

 

There was no Public Comment.

 

There was no report of the Finance Committee, Library Personnel & Services Committee, or By-Laws Committee.  Pam Ginsberg made committee appointments for the year, including

 

Finance Committee – Amber Baxter (chair), Krystin Cooper, Pam Ginsberg

Personnel & Svcs Committee – Jeanie Powers (chair), Gordon Ipson, John Hark

Building Committee – Mike Scholes (chair), Pam Warfield

Nominating Committee – Pam Warfield (chair), John Hark

By-Laws - Krystin Cooper (chair), Pam Ginsberg

 

The Building & Grounds Committee scheduled a meeting at 3:30 p.m. before the Library board meeting on the August 8.  It was noted that one more Library Board member needs to be appointed by the Mayor.   Hallie Yundt Silver notified the Board that Phil Smith has expressed interest but has not committed. 

 

Hallie Yundt Silver provided the Director’s Report.  The written report was included in the packet.  Additionally, she reported on the following:

 

 

o       She is on call for Jury Duty from July 1 through October 6, 2011.

o       Francie North has accepted the Library’s tentative offer of the position of Circulation Associate 1 at $9.25 per hour.  Hallie outlined the steps that need to be taken before final offer can be made.

o       The carpet in the elevator must be taken out and replaced as soon as possible.   Hallie plans to seek quotes for resilient flooring and will proceed without board approval since it is a small project.

o       Someone returned anonymously a scrapbook on the Persian Gulf War that had been stolen from the Missouri Room collection.

o       Hallie attended the Museum’s program about the new Mark Twain stamp and purchased several first day covers for the Library.

 

Hallie Yundt Silver announced that one problem had been experienced with a PayPal payment for The Story of Hannibal:  The purchaser had a receipt of her payment that had not been credited to NEMO Foundation’s account.  She got her book, and the Foundation is tracking the money.

 

Moved by ­­­­Jonh Hark and supported by Pam Warfield to authorize access to the Library’s safety deposit box at F&M Bank by the following people:  Hallie Yundt Silver, Sheila Dennehy, Amber Baxter, and Pam Ginsberg.  Further, to authorize Hallie Yundt Silver to initiate making the changes.  Motion carried.

 

Moved by Gordon Ipson and supported by Pam Warfield to issue Proclamations to Becky Steffa and Marjorie Coleman in honor of their years of service on the Hannibal Free Public Library Board of Trustees.  Motion carried.

 


Moved by Gordon Ipson and supported by Pam Warfield to grant Claire Ewersmann 160 hours of vacation that she can use between August 15, 2011 and December 31, 2012, with carry-over of 40 hours into 2013 if she chooses.  Discussion followed on benefits provided by the public and private sectors and the need to follow established personnel policies.  Motion failed.  (Roll call: all Nays-Mike Scholes, John Hark, Gordon Ipson, Pam Ginsberg, Pam Warfield. No Ayes.  No Abstentions.)

 

There was consensus that Claire Ewersmann should be notified that the Library Board’s denial of her vacation request is not a reflection in any way of the Board’s view of her performance.

 

Hallie Yundt Silver added to the Director’s Report by reporting on implementation of the COLA increase to staff salaries and wages.

 

Moved by Mike Scholes and supported by Pam Ginsberg to adjourn.  Meeting adjourned at 5:10 p.m.
